Underground River: book a tour or do it yourself?
The tour wins for day-trippers and it is not close. A fully independent day from the city comes to about ₱1,890 (~$33) before food. A joiner tour with hotel pickup, van, permit, boat, audio guide and buffet lunch is ₱2,000–2,500 (~$35–43). You are spending roughly ₱310 to have somebody else hold the permit, drive 2 hours each way, and feed you — which is why about 95% of visitors do exactly that. Do it yourself if you are already in Sabang, where the on-site stack is only ₱900–1,100, or if you want the 5 km jungle trail.
One adult, one day, from a city hotel
Every number here is a 2026 verified figure, and the boat line is the one that moves — a shared outrigger costs ₱1,100–1,500 for the whole 6–8 seat boat, so your per-head price depends entirely on how many people are at the wharf with you.
A permit you queued for in person at Mendoza Park on a previous day, two hours in a public van each way on somebody else's timetable, no lunch, and a 10–11 hour day. It also gets you the freedom to take the jungle trail and to stay in Sabang until the beach empties at 16:00.
Hotel pickup between 06:30 and 08:30, air-conditioned van, the permit already held in your name, the wharf boat, the audio guide, buffet lunch at Sabang and a drop-off at your door by 16:30–18:00. Platform listings run $37.60–46 for the same thing.

You are buying the permit, not the transport
People assume a tour is a transport markup. Here it is not — the transport is close to free and the scarce thing is the ration.
The Underground River is permit-rationed, entries run 08:00–16:00 and the permit has to be secured before you travel to the park. Tour operators hold permit blocks as a matter of business. An independent traveller has to go to the booking office beside Mendoza Park, Brgy. Model in person, on a previous day, with photo ID and a fixed date — the mechanics are on the permits page.
So the ₱310 gap is not really the price of a van. It is the price of not spending a morning of your holiday at a take-a-number counter, and of not discovering at 07:30 in Sabang that the cap is full. That is why roughly 95% of visitors book a tour, and it is a rational 95%.
The second thing the gap hides is lunch. Sabang has a handful of restaurants and they run out of food — order-ahead is normal there. A joiner tour includes a buffet; the budget product that strips lunch out sells at ₱3,105 and rates 3.8★ across 167 reviews, which tells you what people think of saving money at that particular point.
Every way to reach Sabang without a tour
Sabang is 76–90 km north-west of the city and the drive over the karst ridge takes 1.5–2.5 hours — budget two. These are the independent options, with the catch on each.

The 5 km jungle trail
There is exactly one thing an independent traveller can do that no tour sells: walk to the cave through the rainforest instead of taking the boat.
The monkey trail runs roughly 5 km from Sabang to the cave area, takes 1.5–2 hours, opens at 08:00 and is brutally humid. The trail fee is reported at ₱200–300 and sources differ — treat that as unverified and ask at the Sabang office. The classic move is to hike in and take the boat back, which gets you the forest and spares you the return climb.
It has a second use. When the sea is too rough for the beach landing the trail sometimes still runs, which makes it the weather-proof back door — though note the paddle-boat entry into the cave itself can still be suspended in extreme conditions, so it is a partial rescue rather than a guarantee. You can also walk as far as the ranger station without a permit, and no further. That is worth knowing and worth nothing — the station is not the attraction. Carry no visible food and no plastic bags on the boardwalk stretch either way: the long-tailed macaques there are practised bag thieves, and Puerto Princesa's single-use plastics ban has been enforced with fines since 16 April 2024 — bags, cups, straws, cutlery, stirrers and styrofoam, ₱1,000 rising to ₱5,000 and loss of business permit. Nobody will hand you a plastic bag. Bring a tote and a refillable bottle; the tap water is not drinkable but refill stations are everywhere.

Bring it all from the city
Draw cash in the city, and draw more than feels reasonable. Tours, tricycles, markets and most restaurants are cash. Foreign cards are charged about ₱250 per withdrawal at nearly every bank and per-transaction limits run ₱10,000–20,000. Airport machines empty at weekends and around the 15th and 30th. Sabang is effectively an ATM desert — arrive with the whole stay in your pocket. Always decline the machine's offer to charge you in your own currency.
